The shirt is too tight around the biceps or the forearm, giving you a sense of tightness in one of these parts.
One simple and solution
Use the upper arm width too to increase the biceps width. This will provide more fabric on the upper arm, reducing any uncomfortable tightness there as well as giving more comfort on the forearms.
An average adjustment
Remember that the adjustments for part of the body are done on the total circumference. If the upper arm feels tight but not extremely tight, adding 1cm to the total circumference of the upper arm should do the trick.
